Project Name: ONT FBO Development

Client: Ontario International Airport Authority (OIAA)

Purpose: Johnson Aviation is representing the Ontario International Airport Authority (OIAA) in the development and expansion of the Guardian Aviation FBO facility at Ontario International Airport (ONT). As part of the lease terms and conditions, negotiated between Guardian Aviation and OIAA with the support of Johnson Aviation, Guardian is required to develop an additional airplane hangar and make other improvements to their leasehold. Johnson Aviation, in their program management role with OIAA, has represented the Airport by reviewing plans and determining if the FBO’s proposed development plans meet the terms of the lease and will support the ongoing improvement of ONT; serve its customers and contribute to the economic growth and activity in the region.

Tasks: Johnson Aviation staff are coordinating reviews of plans for hangar and apron development and taking the lead on the Airport Layout Plan (ALP) update and submittal to FAA for review and conditional approval, coordinating environmental reviews, and coordinating engineering design reviews to ensure compliance with OIAA tenant development standards, FAA standards, and other development rules and regulations.

Guardian’s lease required development of a new hangar within seven years of the lease initiation. However, circumstances associated with a high-profile potential tenant have accelerated development such that it will need to be completed within 15 months. Johnson Aviation will manage the update of the ALP to illustrate the proposed hangar development and respond to FAA questions about the proposed development. Johnson Aviation is working closely with OIAA’s environmental consultant to ensure environmental entitlement under NEPA and CEQA can be accomplished as quickly as possible. Johnson Aviation staff are well versed in the project implementation processes and understand the many steps required to plan, design, entitle, permit, and construct improvements. Other essential Johnson Aviation tasks include coordinating the removal of existing structures on the site and identifying potential reuse of the facilities (portable office trailers) to support other immediate airport needs which would, in turn, reduce costs and prevent unnecessary waste. Johnson Aviation’s objective through the development process is to: 1) ensure the terms and conditions of the lease are adhered to, 2) ensure the OIAA’s objectives are met, and 3) ensure the FBO’s development process is not delayed or interrupted unnecessarily by the OIAA’s or FAA’s actions. Johnson Aviation answers to the OIAA and takes seriously the need to ensure that tenant development projects are managed well. Johnson Aviation’s goal is to make the FBO development process move forward expeditiously yet carefully through each step of development to ensure a transparent, safe, and organized project.

Outcome: Johnson Aviation is currently working through the ALP update and environmental entitlement process, managing reviews of the hangar plans, and making time to advance the FBO’s development project. In the end, both OIAA and Guardian Aviation should feel the development project was completed without undue burden.
